Initializes a new instance of the UnsafeStringBuilderPool class.

public UnsafeStringBuilderPool(int stringBuilderCapacity, bool throwOnOverflow, int maxInstances = 32)

int	stringBuilderCapacity	The maximum number of characters in the UnsafeStringBuilder in the pool.
bool	throwOnOverflow	`true` if an OverflowException should be thrown when the buffer capacity is insufficient, `false` if the `Append` method should return `false` without throwing an exception.
int	maxInstances	The maximum number of instances in the pool. The default value is 32.
