Gets a value indicating whether the type is an enum, which is equivalent to testing whether TypeKind is Enum.

Remarks
This property answers whether the type is an enum without allocating anything. The underlying type, the
members and the flags attribute of the enum are read through Facets, as in
type.Facets.Enum?.UnderlyingType.
