Gets a value indicating whether the type is a record, which covers a record class and a record struct.
Returns false for any other type.

This property answers whether the type is a record without allocating anything. The members that the
compiler synthesizes for the record are read through Facets, as in
type.Facets.Record?.PrintMembersMethod.
