IsFileLocal
Gets a value indicating whether the type is declared with the file modifier. The name of a file-local type can be resolved only in the file that declares it.

Remarks
The file modifier does not define an accessibility. For a file-local type, Accessibility returns Internal.
A type nested in a file-local type is not file-local itself. This property returns false for a type introduced by an aspect.
